1884年2月，中法战争爆发，淮军大将刘铭传被急招回京，临危受命，以巡抚衔督办台湾军务，欲求粉碎法军强占台湾、要挟清政府的企图。刘铭传历经层层险阻，辗转赴台。他凭着非凡的智慧及魄力积极备战，励精图治，大大提高了军队素质及国防能力。 数月后，台湾保卫战拉开序幕，法军统帅孤拔在“劝降无效”之后，毅然凭借般坚炮利的优势对台岛发动猛攻，并集中轰炸了基隆炮台。刘铭传顶住层层压力，甘冒“失土者斩”的大清铁律，把主力军队从基隆战略撤退至沪尾，以求诱敌深入。法军不识真相，在登陆成功后直逼沪尾，沿路遭到伏击，大败而回。这便是中国战争史上有名的“沪尾大捷”。通过中法战争，刘铭传意识到台湾在中国战略位置的重要性，上奏朝廷建台湾省，“甘愿老死台湾”。为此他大胆实行改革，并变卖全部家产充当国库饷银，其鞠躬尽瘁、忠心报国的气概终于促成了台湾省的设立，并成为宝岛首任巡抚。 然而，由于清廷腐败及国家贫弱，以及政敌的恶毒攻击，日本势力从中作梗，一代功臣刘铭传在整治台湾、政绩卓越的七年后，被强令撤回大陆，未能完成“将台湾建成军务强省”的宏愿。一纸马关条约，将刘铭传苦心经营的宝岛台湾拱手割让给日本，消息传到刘宅，年迈的刘铭传口吐鲜血，轰然倒下。。When a plane crashes, Newspaper columnist Peyton MacGruder discovers a Note that was meant for the child of one of the passengers.
