断水，告急，百年不遇的大旱从天而降，一座海滨港口城市面临水源枯竭的危险。市民生活受到严重影响，厂矿企业等被迫停产。为将120公里外的白龙河水引入该市，钟强临危受命，接替老市长。他立下军令状，带领全市人民，在180天内将水引来。在此过程中，他遇到了意想不到的重重困难。告状的，闹事的，阻止工程进行的纷至沓来，钟强诚心实意地对待群众，以现实的策略应付着一切。工程终于如期完成，钟强充满感情地发表陈词：我们胜利了！。Alex Freed is a literature professor.
