明尼苏达州玫瑰山这个破落的小城将举办一场选美大会，小城里的女孩们为了各自的梦想，无不使出浑身解数，想得到后冠，而被宠坏的贝姬（Becky）和聪明性感的安柏（Amber）就是其中的佼佼者…。警察叻sir（陈百祥 饰）为了取得黑社会头目曾琛（曾志伟 饰）的犯罪证据，命令手下须仁（余文乐 饰）、肥秋（林子聪 饰）和傻强（杜汶泽 饰）进入曾琛的帮派中当卧底，而事实上曾琛也派了手下华dee（黄浩然 饰）潜入了警队当中。当他们进入了帮派后，才发现曾琛不懂如何处理黑社会中的事务，本质并不坏。
